This site is a URL-shortener, however, it aims at providing self-descriptive links, somewhere along the lines of http://shln.ru/xyzt/What-happens-on-the-linked-page/
When you follow the shortened link, with or without description, you'll be redirected to the original link. If you add /+info to the url, you'll get a page explaining in detail what is the original page, when was it added, and how many times the link was followed since.
Upon shortening, the spaces in the title would be replaced by +'s, and non-ascii symbols (alas, currently Russian alphabet only) transliterated.
The idea of combining of unique identifier and a human-readable title was borrowed from Stack Overflow.
